Rashi in chulin (3a) says that the kusim understand that lifnei iver refers to placing a stone in reshus harabim (rather than giving bad advice or getting someone to do an aveira). The meshech chochma in parshas kedoshim as well as r' moshe in the dibros on chulin say that literally placing a stone would also be a violation of lifnei iver.
