q on rashi 4b

rashi learns the gemara question on rebi yochanan as follows:

how can he say we pasken like r' yehuda and also say that mentioning and requesting come together and on Smini Atzeres we start mentioning acc to r' yehuda but we don't request till a day later since there is only a y"t shmone esre.
.
if this is the q that starting requesting a day later is "not the same time" what is then the answer that he meant in eretz yisroel we pasken like r' yehuda when there is no mikdash, still we start mentioning a day before requesting???

rashi is pretty clear that he understands the statement of r' yochanan that asking and mentioning go together, is speaking about in bavel where both begin on the 7th of cheshvon. But in E.Y. you are correct in that they don't begin at the same time.

the reason rashi explains the question on r' yochanan that we mention one day before asking, is that even if r' yochanan disagrees with r' elazar (who paskens like R' gamliel) and we begin asking immediately after yom tov, it is still not at the same time. That is also why rashi explains in the first attmept of the answer that we are speaking about stopping to ask and mention on "erev pesach", so there can be a tefillah where asking and mentioning is appropriate, yet we do not ask or mention in mincha.
