Har Hamoriya

Acc. to the man damar that its called har hamoriya because sheyatza memenu hora leyisroel. Rashi quotes the pasuk ki metziyon tezea torah and says the lishkas hagazis was there shebah amdo neviyim hamochichim leyisroel. Why does rashi not say pashut, that the torah comes from the bais din who gives psak? why does he have to say this idea of the neviyim giving mussar to klal yisreol and call that the torah that comes from tziyon?

similarly in tosafos baba basra 21a on the d.h. of "ki mitziyon teitzei torah", tosafos mentions both learning torah and yir'as shamayim and does not focus solely on learning.

just searched: there are several midrashim that connect the 2 mountains and say to the effect that har sinia was taken from har hamoria and vise versa that hashem will built yerushalayim and the mikdash on har sinai.
i once heard a shmooze that both in a shul and in the beis hamikdash "avoda" comes with torah. as the sanhedrin were next to the azara and you have a rav in a shul and both are foucused to the aron. you see again that the 2 are connected.
i also found midrashim that the navi is connected to sanhedrin and "chazon" = 71 and also bring this rashi as further proof that navi and sanhedrin are connected.
also (and this probably will answer your q directly) the medrash raba parshas vayera brings that moriya is for "horaah" AND "yirah" that comes out of there (see there page 569 in the new prints - very interesting)
a similar medrash in shir hashirim (page 161 in new prints and see Eitz Yosef there)
from all these midrashim at seems obvious that the 2 come together and the place of torah also comes with the fear element that keep people in check and the same goes for har siniai where the great revelation imbued fear into the jews and into the world as a whole as is well documented in torah and midrashim (l'maan yehyeh yiraso al pneichem)
